High Commissioner is a blend of various malt and grain whiskies. It's actually not that bad, with a pretty decent balance of flavour.

I had the bottle for a time now, and decided to give it a try; I didn't like it at all! You get a strong alcohol-taste and smell, and it literally burns while it reaches your stomach. I agree it is cheaper than rivals, but I'd rather drink beer than this "whisky".
Cheap and cheerful budget friendly but actually very quaffable - just wish they didn’t use caramel colouring but other than that a bargain
Bought a bottle in my corner shop for £14, not without some trepidation. I was very pleasantly surprised! For a blend, it's up there with the household names. I will definitely be getting more.
As I love whisky and never tryed this as I like the single malt verity. Got a bottle of high commissioner for my 40th birthday I'm now 56 and popped it open tonight. Can't believe what I was tasting. Purely heaven. Probley get slated for this but it's as smooth as Johnny walker blue label for a blended whisky. The price difference is huge. If I had to judge the two. I'd have to give jhonnie walker blue 12 out of 10. High commissioner 10 out of 10. Will be buying this from now on
High Commissioner has pedigree and longevity. It was a leading brand when we fought the SWA to allow it to be sold at less than 40 percent abv. Tasted good then, tastes great now.
